Background / General description
The World Bank Group (WBG) faces a rapidly changing and highly competitive environment, which demands greater agility, flexibility, capacity to anticipate and respond to client needs, balancing global and country priorities, and increased focus on efficiency and results. In this context, the overarching objective of the Human Resources Services Leadership and Organizational Effectiveness Group (HRSLO) is to be a leader in providing client-driven services that help position the Bank as the development partner of choice in the world community.
HRSLO’s unique contribution is in the provision of an integrated and targeted program of learning, knowledge and organizational development services for WBG staff and managers that facilitate both career development and individual and team effectiveness in supporting development outcomes.
HRSLO is currently organized into two Strategic Learning Centers (SLCs). The mandate of the Management SLC is to support the development of managers. Management services include structured classroom offerings, peer learning and customized learning programs for transitioning managers which build on the skill development of CET learning programs. The mandate of the Client Engagement & Teams (CET) SLC is to develop the communication, client engagement, and teamwork skills of all other Bank staff. CET services cover a wide spectrum, ranging from language skills and staff orientation to team leader training and team coaching. Both SLCs use a variety of approaches in providing services, including on-line and classroom-based training, individual and team coaching, and organizational consulting. HRSLO is a relatively small unit, and the bulk of these services are provided by a mix of individual consultants and consultant firms that have a good grounding in the Bank’s business and working culture.
Within the two SLCs , HRSLO is divided into three program areas: Leadership Development; Organization and Team Learning (OTL) and Individual Staff Learning (ISL).
* HRSLO’s leadership development programs are designed to address the performance challenges outlined in the previous section.
* OTL works with management and operational teams to identify tailored solutions to business and project challenges that are comprehensive and strategic and improve overall organizational effectiveness and performance. This work is done with input from regional and network HR teams as we target helping VPs and Directors achieve business goals.
* HRSLO supports individual staff in developing effective communications skills through several programs, such as Writing and Speaking, Language and Culture, Orientation and On-boarding.
OTL services include: complex system change, change management and organizational development; team chartering & building; project results planning; skill building in the areas of strategic communication, client engagement, partnership coordination, project processes and systems management; transitioning management, developing and implementing unit or country-related strategies.
This position is part of the OTL group and reports to the Lead Program Coordinator
Duties and Accountabilities
In supporting the unit goals as described above, the position of Program Manager will be responsible for providing team leadership in the OTL function, designing, delivering and monitoring its programs, products and services, and generating client contacts to support and build on the work of HRSLO. Major accountabilities include:
Strategic Client Liaison & OD/Change Management Intervention
• Advise and recommend complex OD and change management strategies and interventions.
• Oversee the design and delivery of change management and organizational development programs.
• Analyze, diagnose and design change processes and interventions.
• Build strong client relationships with clients and partners and facilitate discussions, influence and coach clients and partners.
Program Management Activities
• Implement unit priorities for targeted services.
•Ensure the program’s integration with HRSLO’s overall vision and value proposition
•Ensure appropriate follow-through on actions, decisions and commitments
•Provide oral and written reports, responses and briefings for queries by senior staff and managers
•Monitor offerings for cost effectiveness.
•Assist with recruiting, hiring, training, and monitoring of staff, consultants and firms that deliver HRSLO programs, products and services
•Assist with recruitment and training of local resources to provide more learning services to field offices.
Quality assurance
•Establish quality indicators for the OTL’s programs, products and services
•Acculturate staff and consultants to Bank’s culture and provide advice on Bank’s best practices in quality assurance for service delivery
•Conduct continuous improvement initiatives for HRSLO
•Evaluate outcomes of training and other interventions.
•Benchmark courses and services with other organizations and firm
Knowledge Management
•Analyze information about Bank incentives, policies, and human resources strategies that help, or hinder, the work of individuals and teams.
•Engage in knowledge and learning activities within the Unit and across the WBG to ensure the work of the program is aligned with the Bank’s current priorities (The Millennium Development Goals, Africa, Fragile states, Middle Income Countries, Regional & Global Public Goods, the Arab World and Knowledge & Results).
•Foster knowledge-sharing among and across team members to improve training and services throughout HRSLO’s communities of practice and available IT-based resources.
Learning Design, Delivery, and Evaluation
•Train, facilitate and lead HRSLO’s programs, products and services on an as-needed basis.
•Maintain high quality of design, delivery, evaluation, and advisory services.
•Coordinate the review of the programs, products and services to ensure that they are strategically appropriate and aligned with the Human Resources Services vision and value proposition, and are also cost-effective
Selection Criteria
•A minimum of 10 years of work experience with international development with a multi-national organization, bi-lateral donor or non government organization. Alternatively experience working in a government ministry or provincial/state government on issues related to development or related private international business experience could substitute.
•Proven record of successfully managing complex programs, businesses and teams in a professional service environment, ideally in an in-house business development or consulting capacity.
•Masters Degree in a relevant field (organizational development, change management, management consulting, education, adult learning or instructional design. Proven experience in OD, leadership or change management disciplines.
•Excellent oral and written communication skills in English.
•Active membership in a practice area related to the fields of learning and/or organizational effectiveness (evidence by professional memberships, specialized degrees certificates, or publications).
Skills
•Demonstrated OD, change management or learning/training experience.
•Excellent analytical skills including ability to represent and synthesize ideas in writing and speaking.
•Proven ability to manage complex projects from start to finish.
•Proven ability to generate team effort, lead working teams and maintain close and constructive working relationships with management and staff in defining and fulfilling learning needs with strong client and results orientation.
•Strong task/program management skill and experience in a variety of settings with exposure to budget and resource planning elements.
•Extensive experience in conducting needs assessments for organizational development and learning functions.
•Demonstrated interpersonal skills and ability to deal sensitively in a multicultural environment and function effectively in diverse and multi disciplinary teams.
•Ability to work in a fast-paced environment with shifting priorities and work demands.
•Ability to integrate different experiences, programs and approaches.
•Demonstrated ability to organize and stimulate the development of CoPs and other KM activities.
