Background / General description:

The mission of CBI – IFC s Information Technology Department – is to enable IFC to promote sustainable private sector investment in developing countries by proactively partnering with IFC s business community to provide flexible, robust and secure IT capabilities anytime, anywhere worldwide. CBI is comprised of seven units, which work together to meet the IT needs of IFC staff globally.

The IT Sourcing Officer will be a member of IT Finance & Sourcing Unit that provides internal services to other units in the department, primarily Client Relationship Units (CRUs), Application Delivery, Production Support, Chief Technology Office (CTO), and Information Security. The Sourcing team works across the matrix and serves as a bridge between the vendors and CBI project managers. CBI is primarily engaged with two strategic sourcing partners and multiple other vendors for short term resource requirements. The Sourcing team is responsible for managing vendor relationship and plays vital role in choosing right vendor for various requirements of CBI operations.

Duties and Accountabilities:

Vendor management:
Assist/facilitate task order proposal process;
Participate at weekly vendor meetings and governance bodies, assist vendors with resolving any delivery or performance related issues, follow up on outstanding payments and invoices, and provide guidance and timely update of IFC s needs;

Develop and continuously improve sourcing operations;

Monitor and review vendors performance both at master contract level as well as the task order level;

Facilitate contract and statements of work (SOW) negotiations. Vendor / CBI facilitation:

Provide guidance and assistance to CBI project managers and Client Relations Officers (CROs) on sourcing requirements;

Maintain an active repository for all SOWs and proposals requests using excel template and closely collaborate with IT Governance & Planning to track all approved projects;

Review and clear requests from Personnel Request System (PRS), which is used internally for tracking all personnel request, new hire information, and request for purchase orders issuance;

Respond to ad hoc inquires related to sourcing;

Maintain and update sourcing related processes in centralized place using collaboration tools;

Help to resolve any issues between a vendor and a CBI project manager related to unsatisfactory performance; Analytical support:

Collect and analyze data from monthly and quarterly reports submitted by the vendors;

Review pricing proposals and provide constructive feedback to CBI project managers on Service Level

Agreements and pricing structures;

Track proposals requests from CBI project managers and provide periodic update to the CBI s Management Team;

Produce weekly sourcing reports on ongoing tasks, activities, and relevant issues;

As needed, prepare reports and presentations on vendor performance;

Co-ordinate in training of IFC personnel in sourcing related skills.

Selection Criteria:

Educational qualification:
Four year college degree in IT management or business administration is required. Masters in IT management or MBA with IT management specialization is preferred.
Formal certification in IT service standards like ITIL , PMI or eSCM-CL is added plus. Experience and other requirements:

Five to eight years experience in large IT service provider in relationship management or in a large private / public sector organization preferably from banking and finance industry in IT sourcing management.

Should be a good team player and have good verbal and written communication skills. Also good organizational and inter personal skills are must.
