The PhD Program in International Studies was established in academic year 2000 with the goal of creating a leading academic research center focused on regional studies, international relations, international society, and management in the Asia-Pacific region. The PhD Program aims to produce graduates who will be active as leading researchers or highly-specialized professionals on the international scene.
Faculty research advisors are able to give instruction and guidance in either Japanese or English, and students have the option of completing their dissertation in either language. Due to the bilingual nature of the PhD Program, the composition of the students is truly multilingual and multicultural.
Doctoral degree candidates are only required to complete and submit their dissertation to earn the PhD degree. No additional coursework is necessary. Candidates may, however, choose to take additional master’s-level courses for credit. Those students who do not elect to take additional courses can focus exclusively on their dissertations. Because the program places few scheduling limitations on its doctoral candidates, a large number of students are actually faculty members of other universities, full-time researchers at thinktanks, full-time employees of companies, and other mature members of society with abundant work experience. The doctoral degree candidates also represent a wide diversity of institutions, both in Japan and overseas, from which they received their undergraduate educations.

Qualifications for Admission
Prospective applicants seeking admissions to Graduate School of Asia-Pacific Studies (GSAPS) at Waseda University must satisfy the requirements set forth below no later than the beginning of the quarter in which an applicant wishes to matriculate. In addition, after notification of acceptance by the GSAPS Admissions Office, the applicant must complete all the required procedures for entry to GSAPS.
PhD Program: Applicants must fulfil ONE of the following requirements.
Hold a master’s degree.
A bachelor’s degree holder who has undertaken research at a university or research institution for two years or more, and whose research results are considered by the GSAPS Admissions Office to demonstrate equivalent or better academic ability than a master’s degree holder.
A person (at least 24 years old) who is considered by the GSAPS Admissions Office as having equivalent or better academic ability than a master’s degree holder.
Screening Method
The decision whether to admit or reject will be based on evaluation of all the required documents submitted and results of the second screening (written exam and interview). Applicants must pass the documentary screening before taking the second screening. The second screening will be held on campus. If necessary, it is the responsibility of the applicants to obtain a “temporary visitor visa” for entry into Japan. Documents for obtaining a visa cannot be prepared by GSAPS.
Number of Students Admitted
Approximately 30 students will be admitted to the PhD Program. The figures are aggregate numbers representing the total of both April and September admissions.
How to Submit the Application
In submitting your application for admission, you will have the following options. For the purposes of the admission screening process, there is no difference between the two options.
By mail
Applications should be sent by registered express mail, and must be received by the final day of the application period.
Domestic Application: Documents with Japanese postmark of the final day of each application period are acceptable.
Foreign Application: Documents must be received by the final day of each application period.

By direct submission
Applications under Domestic Application Method can be submitted by hand at the GSAPS Admissions Office only on the final day of the application period. However, direct submission should only be a last resort. The GSAPS Admissions Office strongly recommends that applicants submit their applications by registered mail well ahead of the deadline.
Application Fee
The application fee is 35,000yen. Please pay the fee within the designated payment period. The application fee is waived for current GSAPS master’s degree students who major in International Relations and wish to continue their study at the GSAPS PhD program.
The application fee will not be refunded once remitted under any circumstances.
* Students with Government Scholarship(Monbukagakusho Scholarship) at the timing of application are exempted to pay the application fee. Please submit the certificate of Monbukagakusho Scholarship recipient.

Method of Payment
Please pay the application fee, by using one of the following methods.

Using the designated form “Application for Telegraphic Transfer” (card E), the fee should be transferred by the designated dates. Please do not use the Automated-Teller Machine (ATM), a mobile phone or a personal computer in making this transfer. Please note that banks in Japan are normally closed on weekdays after 3:00p.m., on Saturdays, Sundays and public holidays.

For payment of the application fee at a convenience store, please access the following website: from a personal computer or a mobile phone at http://e-shiharai.net/. You must first complete all the required application procedures before you are allowed to pay at any convenience store.
After payment at the convenience store, please detach the “Certificate of Payment”(receipt) from the “Entrance Exam / Screening Fee Statement”.
Please attach the “Certificate of Payment”(receipt) to the designated column in the application form.
The payment service is available everyday (24hours), including Saturdays, Sundays and public holidays. However, please do note that the online application (website) for payment of the application fee will be available only until 11:00 p.m. on the last day of the application fee payment period.
