Background / General description
A commitment to core values and high ethical standards is important to the success of the World Bank Group. The Office of Ethics and Business Conduct (EBC) promotes the development and application of the highest ethical standards by staff members in the performance of their duties with respect to the Bank Group.

EBC has four strategic business lines:
(i) Provide staff with advice and guidance to help ensure that WBG staff are aware of their ethics and business conduct obligations to the Bank Group (Outreach and Communications);

(ii) develop and deliver programs that enhance the Bank Group’s internal climate of trust and transparency (Trust and Transparency);

(iii) handle staff and stakeholder concerns about possible wrongdoing (Respond and Resolve); and

(iv) contribute to the insight of senior managers with respect to the culture and the risks and opportunities within their organizations, based on the staff issues arising and lessons learned (Knowledge Management).

EBC is seeking to recruit experienced a professional investigator who has a proven track record for being thorough, fair and objective with attention to detail, timeliness and cost control and can adapt easily to working in a diverse and multicultural work environment. The position will require travel, outside the United States.

The Senior Investigator will report to the Chief Ethics Officer.

Duties and Accountabilities
The Senior Investigator’s duties and accountabilities for EBC will include, but not be limited to conducting preliminary inquiries and full investigations into allegations of workplace wrongdoing including, but not limited to harassment, sexual harassment, conflicts of interest, whistleblower retaliation, and serious violations of Bank Group rules and policies.

This will include:
• reviewing and assessing complaints and allegations;
• formulating detailed fact-finding plans and strategies;
• conducting interviews of staff members and other involved parties;
• obtaining and analyzing potential documentary and electronic evidence;
• conducting research;
• reviewing and analyzing all reliable and relevant information;
• making objective credibility determinations; and
• determining the appropriate presentation of findings;
• preparing and editing reports and supporting documentation.

Other tasks include:
• Coaching, mentoring and supervising junior staff;
• Preparing and delivering high quality and timely briefing material for senior management as required; and
• Leading special initiatives/projects and undertaking other ad hoc assignments.

These tasks will be done to the highest standards of quality, thoroughness, accuracy, timeliness and objectivity with the highest degree of sensitivity and respect to all parties involved in the process.
Selection Criteria

Education, professional background, skills

• Master’s degree and a minimum of 8 years substantial relevant and progressively responsible professional fact-finding/investigative experience – preferably but not limited to: investigations of employee misconduct, including fraud, corruption, harassment, sexual harassment, conflicts of interest, retaliation, and other forms of serious ethical transgressions in either or both of the public and private sectors. Preferred relevant experience may include supervisory/management functions and experience in managing and conducting a diverse range of complex, internal corporate or governmental investigations of wrongdoing;
• Substantial and diverse experience in all facets of the job;
• Proven ability to conceptualize, design and implement major projects and to produce major/complex reports or studies;
• Demonstrated professional leadership and ability to lead a team of professionals in the execution of major projects;
• Ability to coach/mentor more junior staff;
• Strong organizational skills and the ability to prioritize and ensure timely completion of tasks as well as respond swiftly to country and management requests;
• Experience working within a multilateral organization and/or a private or public sector global environment;
• Proven conceptual, analytical, and evaluative skills;
• Demonstrated problem-solving skills;
• Demonstrated negotiation and/or mediation skills;
• Demonstrated ability to work across units and in teams;
• Ability to deal with multiple open-ended issues and undetermined periods of closure; and
• Ability to provide technical and team leadership.

• Excellent communications and presentations skills both oral and written; proven ability to clearly and concisely prepare, present and discuss findings and recommendations at a senior levels and to produce complex and compelling reports, papers, etc.;
• Strong interviewing skills are required, including the ability to use active listening skills, focus interviews and to elicit critical information in a gentle and respectful manner from individuals feeling distressed;
• Fluency in oral and written English; proficiency in one of the following languages is desirable but not essential: Spanish, Russian, French, Arabic, Indonesian, Chinese or Portuguese;
• Advise and make suggestions or recommendations as appropriate, on actions needed to settle conflicts, taking into account the rights and obligations existing between the World Bank Group and the staff involved, and the equities of the situation; and
• Emphasizes informal, non-adversarial, problem solving, preferably directly by the involved parties.
