Programme Assistant
Major Duties and Responsibilities:
Under the supervision of the Programme Specialist/Officer(s), perform the following tasks:
1. Scrutinize and verify accounts received from government departments, institutions agencies and other partners of assigned programme(s). Undertake preparation/ processing of cash and supply programme documents such using latest programme software application(s). Maintain programme accounts files in respect of assigned programme(s) following established UNICEF procedures. Collect information from records and provide tabulated information on programme activities. Prepare routine correspondence on cash and supply assistance externally with Government Partners, Institutions, and internally with Programme/Service Sections in the India Country Office.
2. Prepare relevant documentation for cash advance to the Government, scrutinize and process claims for liquidation, reimbursements and new advances on the basis of approved project documents, and in conformity with established UNICEF financial procedures. In consultation with supervisor/s follow up with relevant partners, scrutinise accounts, and prepare for liquidation of government advances. Regular use of computerised financial system to generate status reports on programme implementation, outstanding advances, expenditure and other related information on programme implementation.
3. Serve as Supply and Procurement Focal Point for the office. Obtain bids/quotations and accordingly prepare cost analysis/adjudications for the assigned programme(s). Raise Purchase Orders and release of payments. Follow-up on local procurement for assigned programme(s), as and when required. Maintain records to monitor and control the flow and delivery of assistance to Projects, including scrutiny on accounts received, maintain and update project-wise assistance delivery status with accurate codings. Prepare documentation, related contracts and carry out support and follow-up tasks, as required. Coordinate tasks related to the production and dissemination of programme related communication, advocacy, information materials, training kits, films, etc.
4. Provide support in preparation and monitoring of the Annual Programme Budget and update the workplan in consultation with Programme Specialist/Officer(s). Facilitate programme/budget monitoring for assigned programme(s). Undertake periodic field visits for specified functions.
5. Maintain and update information and statistical data on assigned programme/project in consultation with the Programme Specialist/Officer(s) for easy retrieval and use for the Annual Report, Progress Report, Donor proposals, Donor reports, and other reports/documents.
6. Provide support to other programme support staff as and when required as part of the working team, and undertake other duties as assigned from time to time.
Minimum Qualifications and Experience:
1. Complete secondary school education, preferably with additional technical training in fields related to the functional area, including windows-based software office automation.
2. Minimum 6 years of progressively responsible practical experience in administrative related position, of which at least one year programme support related logistics.
3. Excellent knowledge of English – both written and spoken. Good knowledge of Hindi and/or other relevant regional language desirable.
4. Proven organisational skills and ability to organise workload independently
5. Good analytical skills related to project implementation, monitoring and financial performance
6. Proven ability to work with Windows-based computer applications essential
