Background / General description
Launched in 2002 for a period of five years, the Financial Sector Reform and Strengthening (FIRST) Initiative is a multi-donor partnership and grant facility designed to provide technical assistance (TA) to support economic growth and poverty reduction in low- and middle-income countries by promoting stable, deep and diverse financial sectors. FIRST is currently supported by five bilateral donors – DFID (UK), CIDA (Canada), SECO (Switzerland), MFA (the Netherlands), and SIDA (Sweden), as well as the World Bank Group (Bank) , the International Monetary Fund (Fund) and GTZ.
In early 2007, FIRST was extended through 2012 in a Phase II with a replenishment of funding from its original donors and an anticipated campaign to raise additional funds from other donors and partners. In Phase II, the Bank has agreed to serve as the secretariat of the partnership and to manage the trust fund on behalf of the donors through a Program Management Unit (PMU) based in the Bank in Washington, DC.
With funding of approximately $100 million, FIRST has thus far funded more than 250 technical assistance projects for recipients in low- and middle-income countries for capacity building and policy development in the areas of financial sector regulation, supervision, and development. Primary areas of focus include: strengthening supervisory institutions, providing financial sector reform policy advice, drafting and reviewing legislation, regulations and supervisory policies, and providing training.
FIRST is designed to respond quickly to requests for assistance, to provide access to first-rate worldwide expertise, and to be flexible in the types and methods of TA provided. An important objective of FIRST is to support national authorities in their efforts to adhere to internationally agreed standards and codes for financial systems and underlying enabling environments, as assessed by the joint Bank/Fund Financial Sector Assessment Program (FSAP), and through Reports on Standards and Codes (ROSCs) prepared by the Bank, Fund and others. FIRST is also tasked with identifying and disseminating good practices in the areas of financial sector reform and TA.
The Bank seeks an experienced Program Manager to lead the initiative and manage the secretariat. This is a challenging and high-profile assignment requiring a mix of leadership, managerial and technical skills. The successful candidate will possess a track record in achieving sustainable financial sector development outcomes in low- and middle-income countries; have significant expertise in financial sector reform as well as significant advisory project management experience.
Duties and Accountabilities
The Program Manager will report to the Director of the Financial Systems Department in the FPDVPU of the World Bank, and to the FIRST Governing Council. (S)he will be accountable for delivering the FIRST work program in line with the mandate from the Governing Council.
Principal duties and accountabilities are:
• To promote FIRST’s role in financial sector development among development institutions, government authorities, international financial sector standard setting institutions, donors and international financial institutions in both private and public sectors.
• Identify and to promote best practices in financial sector reform and the delivery of TA
• Identify opportunities for FIRST projects by working with the Bank, Fund and other multilaterals as well as directly with the governments of priority countries to develop project proposals for FIRST on behalf of recipient countries. To ensure the appropriate design of TA projects including by means of appropriate expert peer review and due diligence consultations.
• Oversee the implementation of FIRST TA projects carried out by private consultants, as well as by technical experts from the Bank and Fund.
• Ensure rigorous monitoring and periodic evaluation of the impact of FIRST activities.
• Maintain strong systems of internal financial and operational controls and to conduct effective financial and operational management and oversight.
• Maintain close contact with donors and other partners and to mobilize trust fund contributions, and to report on the program’s progress and achievements to the Governing Council
Selection Criteria
• A Master’s Degree (or equivalent) and a minimum of 15 years of relevant work experience in financial sector and economic development.
• Sound leadership capacity as demonstrated by a track record of achieving results by managing a team and working with a range of stakeholders.
• Significant managerial experience, especially in the private sector, is desired.
• Advanced technical qualifications and/or broad knowledge of major aspects of the financial services industry, of both banking and non-bank financial institutions, and of the priorities of financial sector development in low and middle income countries.
• Experience in supervising multi-disciplinary teams of professional staff in an international environment.
• A track record of achieving commercially sustainable financial sector broadening and deepening outcomes, especially in low- and middle-income countries and in delivering related advisory services.
• Demonstrated experience in dealing with high level representatives of financial supervisory and regulatory agencies and/or standard-setting bodies; and significant experience working with senior officials and government representatives.
• Demonstrated intellectual leadership and ability to integrate sector specific knowledge with broader operational strategies and policies, research objectives, etc.
• A well-developed understanding of the role, objectives and activities of official development agencies and international financial institutions.
• Excellent written and oral communication skills.
• Fluency in English is essential, and capacity in other widely used languages is an advantage.
