Union Heavy Industries and Public Enterprises Minister Sontosh Mohan Dev said it was the “best-ever package” given by any Union Government to CPSE employees.

In the backdrop of recession and retrenchment among Employees of private companies their counterparts in Public Sector companies get a roll-over prize.

The Government on Thursday announced a pay hike for central public sector undertakings (PSU).

Over 1.6 million employees working in the (PSUs) estimated to be about 240 are likely to receive a 50 to 60 per cent salary increase

According to a reliable source, there are about 247 central public sector undertakings, of which 216 are in operation. The companies employ around 16,14,000 people, of whom 12,36,000 negotiate their wages directly with their respective companies.

The new compensation package will come into effect from January 1, 2007 and the basic pay of chiefs of central PSUs will now range from Rs 55,000 to Rs one lakh. While the new pay structure would be implementable from January 1, 2007, the new allowances would accrue to employees only after the decision is notified by individual units.

The Cabinet relied on the Committee of Secretaries recommendations to classify PSUs into four categories - A, B, C and D, instead of five categories - A+, A, B, C and D recommended by the Rao Committee in May.

Performance-related incentives and stock options could also be part of the revised pay package. The government’s decision is aimed at stopping the exodus of CPSU employees to the private sector.

The pay-raise decision was at a Cabinet meeting chaired by Prime Minister Manmohan Singh on Thursday and was based on recommendations given by the Second Pay Revision Committee.

The government has decided to revise the pay scales of employees working in 69 public sector undertakings (PSUs) on the lines of the Sixth Pay Commission offered to central government staff.

The benefit of pay revision is only to employees of CPSUs that are not making losses and are in a position to absorb the additional expenditure from their own resources . It is roughly estmated that only 76 CPSEs would be immediately able to implement the package fully.

The PSUs include
Mahanagar Telecom Nigam (MTNL),
Indian Tourism Development Corporation (ITDC),
NHPC
North-Eastern Electric Power Corporation (NEEPCO)
and PSEs like oil, power, steel, coal, aviation, housing are also among others.

These PSUs follow the central Dearness Allowance (DA) pattern and are governed by a separate High Power Pay Committee.

The Board of Directors of the respective PSU company can consider the pay revision, keeping in mind the affordability and capacity of the CPSU.

They’ll have to submit a proposal to their respective administrative ministry, which will approve the proposal with the concurrence of its financial advisor.

There will also be a revision in City Compensatory Allowance (CCA), House Rent Allowance (HRA)and Dearness Allowance (DA).

In April this year, the Government had increased the DA for PSUs by 6% with effect from January 2008

This will make a stronger case for the early implementation of the second pay revision committee report for the companies following the industrial Dearness Allowance pattern.

Sick or loss-making units, even if they are following the CDA patter will not be able to adopt the new pay revisions.

The other side of it
However there are Dissenting sections of employees who are not quite satisfied with the present Pay Revision

Expressing disappointment over delay in implementation of the pay commission report for PSU employees, the Standing Conference of Public Enterprises has said that dilly-dallying on this front would encourage exodus to the private sector. Making a strong case for early implementation of the second Pay Revision Committee Report, which was headed by Justice Jagannadha Rao, SCOPE said it is causing “restlessness among the Officers’ Association of various PSEs.

The Executive Board of SCOPE, constituting Chairman and Managing Directors of various PSEs like oil, power, steel, coal, aviation, housing, had met and raised the issue of delay and expressed anxiety over it, SCOPE said in a statement. The Pay Revision Committee Report was submitted to the government in May. However, even after four months there has been no progress in its implementation, it added.

The body said public sector employees are hot targets for the private sector, who are willing to employ them at higher salaries, primarily in the present scenario where there is shortage of skilled manpower. According to them, the PSE pay panel recommended only a hike ranging from 25 to 40 per cent for the employees of the public sector enterprises. The pay revision is to benefit over two lakh executives and employees at a cost of about Rs four lakh crore in 244 central PSEs, Scope

While some profit-making companies welcomed the decision, smaller organisations were apprehensive about the financial burden that the hike will saddle them with.

National vice-president of Steel Executives Federation of India, B.K. Pandey, said: “Our demand for an unlimited gratuity for superannuating staff has been ignored and a ceiling of Rs 10 lakh introduced.”

We will keep this post updated
